What is the best way to accomplish this task? (New in SharePoint)

Do we need to install SharePoint on WebPro to use Sharepoint Dyal / SPASAT objects or just enough reference to sharepoint.dll in ASP.NET?

If so, do the features of the SharePage need to be established?
